What problem does the Fiat Punto have with the "city mode"?

The "city mode" is considered the main culprit for the malfunctioning of the power steering on the Fiat Punto, but in reality, even if it were possible to deactivate it (which it is not), we would only make things worse because we would actually make the car more difficult to drive. To solve this problem - well-known to all Fiat workshops - we need to replace the two relays on the electronic board of the power steering that control the right and left steering movement.
