Answer

If the tank cap doesn't open, the first thing to do is to try with the spare key, which being less used has fewer problems when opening. If this doesn't work, try using a lubricant like W-40 in the lock, perhaps there is just some dirt accumulated in the key. Otherwise, you will have to change the cylinder (and the key).
