Cars and PEC: what changes for car owners from 13 September 2026

From 13 September 2026, all owners of motor vehicles registered in Italy will need to have a digital domicile, which is a certified email address (PEC). This obligation is already in place for those purchasing a new car, while for vehicles already in circulation, it will take effect at the first applicable procedure: inspection, transfer of ownership, updating of the registration document, re-registration, or registration with the REVE for foreign vehicles. The PEC has legal value: it certifies the date, time, and content of the message, surpassing traditional registered mail. Without a PEC, you will not be able to complete any administrative procedures related to the vehicle, and fines may arrive directly in your inbox (with immediate notification, even if you haven't read it). A PEC costs about £30-40 per year. For the elderly or less experienced, children or grandchildren can manage it on behalf of the owner. If you do not have a PEC yet, activate it by September 2026 to avoid bureaucratic blocks. Traditional registered mail is set to become a thing of the past. A step towards simplification, but also an additional responsibility.
