The problem described in the video is that of an older car where the seatbelts no longer retract properly. The reason is simply the accumulation of dirt and grease over the years. The solution is a thorough cleaning. Pull out the entire belt, apply a snap clamp just above the point where the belt exits the mount to prevent it from retracting. Prepare a bucket with warm water and a mild detergent (shampoo works well too). Soak the belt in the bucket for 5 to 10 minutes. Scrub it with a microfiber cloth to remove the dirt; change the water several times if necessary, then dry with a dry microfiber cloth. The result is that the belt now retracts and operates smoothly again.
