In reality, it is often not broken, but simply positioned incorrectly to be released. Seatbelts are designed with an inertial locking mechanism that activates in the event of a collision or sudden braking; if the belt is pulled out too quickly, or if it is not oriented correctly. To unlock it, hold the belt perfectly vertical and pull slowly upwards: this should allow the belt to retract normally. If not, try different angles, or press the mechanism flat against a wall and then pull, gently moving the belt in various directions to find the correct angle.
