In this video, we can see the problem with the cabin fan of the Fiat Panda 169 if it only works at maximum speed: the resistor is faulty and needs to be replaced, as shown by the YouTuber. You can find the part on eBay with the code 153934506741, priced at £18.99 with free delivery.

Remove the glove box by unscrewing the two outer screws and the one found inside, which is inserted into a compartment in the plastic. Disconnect the brackets and then pull out the glove box. Behind it, you will find the resistor, and to remove it, there are two screws of 5.5 mm. The part is not very easy to reach, even after removing the glove box, as it needs to be positioned in a specific way. Reassemble everything, and now the ventilation works at intermediate speeds as well.
