Unscrew the bolt that secures the seat and remove it. Voila! You are now facing the sought-after air filter. Unscrew the butterfly screw that secures it and pull it out. If the filter is still in good condition, you can simply clean it using a compressed air gun and then wet it with water and a cleaning product of your choice. If it is in poor condition, it is advisable to replace it, as the cost of the part is not prohibitive and the installation is extremely simple. Insert it back in place, screw it in, then reassemble the seat and you're done. Good luck!
