First, open the fuel flap and begin inserting the key to unlock the cap, allowing you to remove it; then, repair the strap of the tank cap or the locking mechanism, removing the cylinder in the latter case. If necessary, replace the entire cover situated around the fuel cap; also replace the strap of the cap if damaged, cutting the old one, finally screwing the cap back on and locking it with the key.
