In this video, a couple of reasons are given for why the passenger seatbelt alarm might sound even if there is no one in the seat. A heavy bag, says the YouTuber: 30 pounds is about 15 kg; or an electronic cable, especially if connected, or an electronic device placed on the seat: this too, especially if connected. It is also worth mentioning that the weight sensor might be malfunctioning and could register weights even lower than 15 kg (this can happen); or the seat might have been removed without properly reconnecting the connector. The temporary solution that the YouTuber suggests is indeed the right one: buckling the seatbelt will silence the chime!
