The first thing to do is to start the engine and sometimes this action alone is enough to unlock the handbrake, especially for electronic ones, but also with manual ones, with the engine running, the maneuver of activation, repeated for a certain number of times, may be enough to unlock it. If the temperatures are very low, it may be necessary to use a hairdryer to help the handbrake thaw; hot water is really the last resort, as it could prove to be counterproductive. Perhaps it is better to consult a mechanic.
