If the wiper arm mechanisms are oxidised and the coating paint has flaked off in some areas, you can restore them to like-new condition without replacing them; start by removing the arms, which may require the use of a puller to extract the eye of the arm from the drive pin; once the arm is removed, detach the wiper and begin cleaning it using a metal brush followed by sandpaper; then apply a primer before painting both sides with a spray can and reassemble after drying.
