This video demonstrates how to open the fuel filler cap on a Citroen C4 Picasso when the remote battery is not functioning. You need to access the wheel arch located under the fuel filler flap; it is an awkward operation, but not as difficult as shown in the video.

There, you will find a grommet that leads to the wiring for the flap; disconnect the connector and then remove the entire electrical part connected to the flap. This way, you will be able to manually open the flap and access the filler neck to refuel.
