The cigarette lighter fuse in the Fiat 500 is located in one of the fuse boxes installed in the vehicle: this fuse is in the box located inside the engine compartment, on the right side. To locate it, open the bonnet and remove the cover of the box found in this position.

The fuse in question is the 15 Amp fuse located on the right column, immediately above the relays; you can remove it from its housing using a special pliers and replace it with one of the same amperage.
