If you hear a noise coming from the steering column, a kind of "TAC-TAC" and the steering wheel makes a small idle movement before engaging, then it is a problem of deterioration of the flexible coupling of the electric power steering motor. This is a very common defect on Hyundai models and the writer confirms it since I deal with the regeneration of electric power steering. To remedy this defect, first of all you need to remove the steering column (if you are careful not to rotate the steering wheel, you can also remove everything): then remove the plastic protections, disconnect the wiring, the joint that connects the steering column to the steering box and the steering column fixing pins. Once the steering column has been placed on the bench, remove the control unit and then the electric motor: you will find the flexible coupling rubber completely deteriorated; apply a new one (recovering it from another column, perhaps looking for a used one in self-demolition) and reassemble everything.
