This allows for continuous electrical connection between the steering wheel and the car, even while turning the wheel. Without it, the wires would break after just a few turns. It is made of flexible tape, like a coil of wire wound in a spiral, and has a maximum number of turns (usually 3) beyond which it gets damaged. It is a passive safety component, so it cannot be repaired: it can only be replaced.
